BRUSSELS – An American international consultant with many years of experience working in Romania and other European countries has launched his own inquiry into the European Green Card organization, referred to as the Council of Bureaux.
The green card is an international certificate of motor proving visiting motorists in Romania and 47 other countries with the minimum compulsory insurance coverage required by the law of the country visited. The program is managed and directed by the Brussels-based Council of Bureaux.
“Some countries have notified me that the green card bureau is going to forcibly absorb funds from member countries potentially in the millions of dollars,” said Dan Shomon, a longtime political campaign manager and international consultant based in Chicago. “However, there is no transparency into why this absorption is occurring and what the funds will be used for. In the absence of certainty and traceability that the money actually went to the injured eligible persons, there is a great risk that these funds could be diverted to the wrong individuals and organizations.”
“As an American, we believe in a fair justice system and the rule of law. Therefore, our company is very concerned about transparency and problems in the Green Card initiative,” Shomon said.
Shomon said he has been notified about concerns about controversial practices among certain members in the Council of Bureaux and he will be raising awareness about the issue and providing factual examples.
“I believe it is extremely unacceptable the forced absorption of a huge financial resource from the bank guarantees of companies in the absence of correct and reliable documents certifying that the victims injured as a result of an accident have received their compensation in person,” Shomon said. “My American team is taking an active part in the matter, including turning to support from various international organizations in and consultants in Europe to assist in this matter. “
Shomon said he will pursue filing complaints to European governmental organizations and he will schedule a press conference to discuss his concerns with the European and American media. Shomon said he will reveal more details of concerns about the program at the press conference.
